CHA Agent in Coimbatore: Clearance at ICD Irugur and Tiruppur

Scapex Global Forwarding clears Coimbatore and Tiruppur cargo at the inland stations that serve the region and books the sea or air leg that follows, which is the practical test of freight forwarders in Coimbatore: not whether they can file a shipping bill, but whether they can get a knitwear consignment onto the vessel the buyer nominated. The Kongu belt exports two very different things — apparel out of Tiruppur and engineering goods out of Coimbatore — and they want opposite treatment in almost every respect.

The customs stations that serve Coimbatore

  • ICD Irugur — the main container station for the Coimbatore side, on the eastern edge of the city. Stuffing and customs examination happen here for engineering exports and for a good part of the region’s imports, with the box moving on to a gateway port by rail or road.
  • ICD Tiruppur — the knitwear station. Being able to stuff and clear inside the cluster matters when factory-to-container distances are measured in kilometres and the shipment is assembled from several units.
  • Coimbatore airport (CJB) — a working cargo terminal, but the widebody and freighter capacity that garment and machinery shippers need is thin. A large share of the region’s airfreight is therefore trucked to Chennai or Bengaluru and uplifted there. Our air freight desk quotes the local uplift and the trucked alternative together, because the cheaper one is not always the same week to week.

The gateway choice is the decision that actually moves money. Cochin (Vallarpadam ICTT) is the shortest road run, through the Palakkad gap, and is attractive for transhipment services. Tuticorin (V.O. Chidambaranar) carries a large part of the apparel volume to the US and Europe and often has the service pattern garment buyers want. Chennai picks up the rest, particularly heavier engineering cargo and anything that needs the deeper liner network. Each has a different inland cost, a different rail option and a different cut-off discipline. We plan this through multimodal transport rather than treating the port as a given.

What moves through Coimbatore and Tiruppur

Two commodity families, two sets of rules.

  • Knitted garments, hosiery and made-ups from Tiruppur, plus cotton yarn and fabric. These shipments cube out long before they weigh out, so the packing plan is the freight cost. Garment-on-hanger loads consume volume differently again. On the documentary side, apparel exports run on scheme claims — RoSCTL and RoDTEP entitlements and drawback — and the scheme details have to be declared correctly on the shipping bill at filing, because correcting a scheme claim afterwards is far harder than getting it right the first time. Buyer-side rules of origin for preferential access into the EU or UK need the supporting documentation held ready, not assembled after the fact. See our textiles and apparel practice.
  • Pumps, motors, castings and textile machinery from the Coimbatore foundry and engineering cluster. This is dense cargo. A container full of pump castings hits the payload limit with the box half empty, so VGM accuracy and axle-load rules govern the plan, and heavy single pieces move as breakbulk or out-of-gauge through project cargo. The CBM calculator settles the LCL-versus-FCL question early; our LCL and FCL comparison covers the rest.
  • Inbound machinery — circular knitting machines, dyeing and finishing lines, embroidery machines, CNC — much of it from Taiwan, China, Germany and Italy, frequently under EPCG. Second-hand capital goods are a recurring feature of this belt and carry their own import conditions, including a chartered engineer’s certificate on value and condition. Get that lined up before the vessel arrives.
  • Dyes, chemicals and accessories feeding the processing units, some of which are classified dangerous goods and need the packaging, marking and declarations to match. See chemicals and dyes.

What a CHA does at Coimbatore

The filing itself is routine — shipping bill or bill of entry on ICEGATE, assessment, examination, LEO or out of charge, as described in our clearance walkthrough. The specialist work here is upstream of it. Freight forwarders in Coimbatore spend most of their time on three things: getting the scheme and HS declarations right on export documents where the value is in the incentive, managing buyer nomination, and sequencing the inland leg to a cut-off at a port several hundred kilometres away.

Nomination deserves its own note. A large share of Tiruppur’s export volume moves on routing orders where the overseas buyer appoints the forwarder and the Indian exporter controls only the origin leg. That does not remove the exporter’s risk — the shipping bill, the scheme claim, the realisation and the bill of lading details are still theirs. A competent broker works cleanly alongside a nominated agent instead of fighting them, and keeps the export documents correct regardless of who holds the freight.

What delays clearance at Coimbatore

  • Scheme and HS errors on apparel shipping bills — a wrong scheme code or an HS line that does not match the entitlement claimed. These surface late, after the goods have sailed, and are painful to unwind.
  • Nomination confusion — the exporter books space the buyer’s nominated agent has already booked, or nobody books it at all because each assumed the other had.
  • Container weight on castings and pump consignments: overweight boxes rejected at the terminal, or VGM declarations that do not match the weighbridge.
  • Used-machinery documentation arriving without the chartered engineer’s certificate, which stops a bill of entry cleanly.
  • Inland timing to Cochin, Tuticorin or Chennai. Rake availability, the Palakkad gap road and monsoon conditions all move the effective cut-off. Transit is typically a few days depending on gateway, mode and season; we confirm the live position against your booking rather than working from an assumed figure.
  • Free days, detention and demurrage, which are set by the line and the terminal, start from different events and change. Confirm the current slabs before you plan a de-stuffing date.

Working with Scapex — freight forwarders in Coimbatore, coordinated from Ahmedabad

Scapex is an Ahmedabad company and has one office, in Ahmedabad. We handle the shipment end to end from there and arrange clearance at Irugur, Tiruppur or the airport through our appointed network, so the exporter deals with one file rather than a broker, a transporter and a line separately. That is a different offer from the freight forwarding companies in Coimbatore who only file and hand back; if you want a logistics company in Coimbatore that sits at the next desk, we are honestly not that.

Common questions

Should Tiruppur garment exports go out via Cochin, Tuticorin or Chennai?

All three are used. Cochin is the shortest road run through the Palakkad gap and suits transhipment services. Tuticorin carries much of the apparel volume to the US and Europe. Chennai offers the deepest liner network and suits heavier engineering cargo. We compare inland cost, rail option and cut-off per booking.

Why does my container of pump castings hit a weight limit when it looks half empty?

Castings and machined components are dense, so a container reaches its payload and road axle-load limits long before it fills. Plan by weight, not volume, declare VGM from an accurate weighbridge figure, and split across boxes or move breakbulk where a single piece is too heavy or out of gauge.

What do I need to import a second-hand knitting or dyeing machine into Coimbatore?

Used capital goods carry import conditions over and above a new machine, including a chartered engineer's certificate covering value, year and condition, issued at the load port side. Arrange it before shipment. Without it the bill of entry stalls and the box accrues charges while you obtain the paperwork retrospectively.

My overseas buyer nominated their own forwarder. What is left for my CHA to do?

Everything on the Indian side. The shipping bill, HS classification, RoSCTL, RoDTEP or drawback claim, export realisation and bill of lading particulars remain the exporter's responsibility even under a routing order. A good broker works alongside the nominated agent and keeps those documents correct rather than treating the shipment as someone else's.
