CHA Agent in Chennai: Customs Clearance at Chennai Port, Ennore and Katupalli
Chennai is not a single port but three working as one cluster, and a custom clearance agent in Chennai has to know which of them your cargo belongs to before anything is filed. Scapex arranges clearance at Chennai Port, at Kamarajar Port in Ennore, at Katupalli and at the air cargo complex at Meenambakkam, and the choice between them is made by commodity and vessel size rather than by preference. Get it wrong and a consignment meant for a deep-draught berth waits for a window at a city port it should never have been booked to.
The customs stations that serve Chennai
Chennai Port sits inside the city, which is both its advantage and its constraint. Its container terminals handle the bulk of Tamil Nadu’s boxed trade, and it carries a very large share of India’s finished-vehicle exports across dedicated ro-ro berths. Being an urban port, though, it operates under real limits on draught and on road access, and dirty bulk cargoes have progressively been moved away from it.
Kamarajar Port at Ennore absorbed much of that displaced traffic. It is the station for thermal coal, bulk and liquid parcels, and it runs its own automobile and container handling north of the city, clear of central Chennai’s traffic.
Katupalli, further up the coast, offers deeper water and takes the larger container vessels and ro-ro calls that Chennai Port’s draught does not comfortably allow. For an exporter, the practical question is whether the string your booking sits on calls at Chennai or Katupalli, because the inland trucking distance and the gate procedure differ.
The Chennai Air Cargo Complex at MAA covers airfreight in both directions, with separate import and export handling, perishable facilities and express operations. It is the default for electronics, urgent automotive spares and high-value engineering components. See air freight for how the air cargo complex Chennai bookings are built.
The CFS cluster runs north along Manali, Thiruvottiyur and the Ennore road, with further capacity out towards Red Hills and the Sriperumbudur side. Import containers are largely destuffed and examined at these stations rather than inside the port, so the CFS your line nominates determines both your charges and how far the final trailer has to run.
What moves through Chennai
Chennai’s export mix is heavily manufactured, and that shapes the clearance work. Finished vehicles and automotive components from the Oragadam, Sriperumbudur and Maraimalai Nagar belt dominate, moving on production schedules where customs is a fixed step in a just-in-time chain rather than a separate event. Behind them sit engineering goods, pumps, castings and electrical machinery from the western Tamil Nadu industrial districts; finished leather and footwear from the Ranipet, Ambur and Vaniyambadi tanning belt; garments and knitwear trucked in from Tiruppur; granite and processed stone; and a substantial chemicals and petrochemicals flow from the Manali industrial estate.
Each of those makes its own demand on documentation. Vehicle exports are a ro-ro operation with chassis-level declarations and stuffing supervision at the berth, not a container job. Leather and footwear exports attract product declarations and, in some markets, chemical compliance statements that must match the shipping bill description exactly. Manali chemical cargo is largely hazardous or liquid bulk: packaging certification, correct UN classification and advance intimation to the terminal all have to be in place before the container moves, and the chemicals and dyes route is unforgiving of a mis-declared class. Perishables and airfreight electronics through the air cargo complex have the opposite problem — the paperwork must be ready before the aircraft lands, because the dwell allowance is short.
What a custom clearance agent in Chennai does
The filing sequence is the national one — manifest, entry inwards, bill of entry on ICEGATE, assessment or facilitation through the risk management system, duty payment, out of charge, delivery order, CFS or terminal release — and our walk-through of customs clearance in India sets it out step by step. What differs here is the coordination around it, and it is why a CHA agent in Chennai is hired for judgement, not paperwork.
Because the container terminals, the ro-ro berths, the CFS cluster and the manufacturing belt are spread over sixty kilometres of a congested metropolitan area, the clearance and the transport have to be planned as one operation. A vehicle export needs the berth window, the shipping bill and the trailer convoy synchronised. A chemical export needs the terminal’s hazardous acceptance confirmed before stuffing. An import for a Sriperumbudur plant needs the CFS destuffing slot and the delivery vehicle booked against the same hour. This is why customs clearance here is judged on sequencing rather than on filing speed, and why freight forwarders in Chennai are chosen for their control of the road leg as much as for their documentation. Any logistics company in Chennai that treats the two as separate jobs will lose you a day on every consignment.
What delays clearance at Chennai
- City road restrictions. Container and heavy vehicle movement to and from Chennai Port is constrained through the day and concentrated into permitted windows, so a container given out of charge in the morning may not physically move until night.
- The north-east monsoon. Chennai takes its heaviest rain late in the year, and flooding around the northern port and CFS corridor, together with cyclone-related port closures, is a seasonal certainty rather than a risk. Plan October to December bookings with slack in them.
- Vessel and terminal mismatch. Cargo booked to Chennai Port on a string that actually calls at Katupalli, or the reverse, creates re-documentation and an unplanned road leg.
- Hazardous acceptance. DG containers out of the Manali belt are refused or held when classification, packing certificates or advance intimation are incomplete, and the container then occupies chargeable space while it is corrected.
- Charge structures that move. Free days, ground rent at the CFS, detention with the line and terminal handling are all set separately and revised from time to time. Confirm the current position for your line and your nominated CFS before you commit to a clearance plan, not after the box has landed.
Working with Scapex
Scapex Global Forwarding works out of a single office in Ahmedabad, and that is the only place we have people. There is no Scapex desk in Tamil Nadu and we will not pretend otherwise. A custom clearance agent in Chennai is what the cargo needs; what we do is run the shipment end to end from Ahmedabad and arrange that clearance at whichever Chennai station it is routed to — the filing, the examination, the duty, the delivery order and the onward movement — so an exporter dealing with a single file gets the same answer whether the box leaves from Chennai, Ennore or Katupalli. It is the same arrangement behind our ocean freight work. For the neighbouring stations, see our Coimbatore and Bangalore pages, or the full list on the CHA agent hub.

Common questions
Should my container be booked to Chennai Port or Katupalli?
It depends on the vessel string and the size of the ship. Chennai Port is inside the city and works under draught and road-access limits; Katupalli has deeper water and takes larger container and ro-ro calls. Check where your carrier's service actually berths before the booking is confirmed, because the trucking distance and gate procedure are different.
Why has bulk cargo shifted from Chennai Port to Ennore?
Because Chennai Port sits inside a dense urban area, dirty bulk cargoes such as thermal coal have progressively been handled at Kamarajar Port in Ennore instead. If you are importing coal, bulk or liquid parcels for Tamil Nadu, Ennore is normally the station, and the clearance and haulage are planned from there rather than from the city port.
How do you handle vehicle and automotive exports from Chennai?
Finished vehicles move as a ro-ro operation across dedicated berths rather than in containers, which means chassis-level declarations, supervision at the berth and a trailer convoy timed to the berth window. Automotive components from the Oragadam and Sriperumbudur belt move in containers, but on production schedules where an examination hold stops a line.
Does the monsoon actually affect customs clearance in Chennai?
Yes, materially. Chennai's heavy rain falls in the north-east monsoon late in the year, and flooding along the northern port and CFS corridor plus cyclone-related port closures are a normal feature of October to December. Build slack into bookings in that window and expect the road leg, not the filing, to be the part that slips.
