CHA Agent in Surat: Clearance at ICD Sachin, Hazira and the Diamond Trade

Scapex arranges customs clearance for Surat cargo at ICD Sachin, at Hazira and at the Surat air cargo terminal, and handles the shipment end to end from our Ahmedabad base. If you need a cha agent in Surat who reads a parcel of cut and polished diamonds and a coil of hot-rolled steel as two completely different filings, that is the job here: the right station for the goods, the appraisement handled without the consignment sitting, and the box on a vessel that actually has space.

Surat is unusual because three unrelated trades share it. Gems move by air in small, extremely high-value parcels. Man-made textiles move as bulky containers that live or die on drawback and RoDTEP. Hazira moves steel, gas and heavy plant on a scale unrelated to either. The discipline differs for each, and so does the station you file at.

The customs stations that serve Surat

ICD Sachin sits inside the Sachin GIDC belt, which is where most of the city’s fabric, yarn, dyes and processed textiles are made. For an exporter in Sachin, Pandesara or Palsana it is the shortest move — factory stuffing under self-sealing, then a rail or road leg to a gateway port. It is the default for full container textile exports and for imported textile machinery and polyester feedstock.

Hazira is a port complex rather than a single facility. There is a container terminal, liquid cargo berths, and dedicated bulk and break-bulk jetties serving the steel plant, the LNG terminal and the offshore fabrication yards along the estuary. Hazira is the sensible choice for steel coil and plate, for bulk liquids, and for oversize industrial pieces that would be painful to truck to Mundra. Container service coverage at Hazira is narrower than at Mundra or Nhava Sheva, so check the sailing list before committing a box there — for a niche destination a longer road leg to a bigger gateway is often the faster route overall.

Magdalla, on the Tapi, takes smaller coastal and bulk traffic and is not a container option.

Surat airport cargo matters mostly for gems and jewellery and for urgent textile samples and machinery spares. Widebody freighter capacity out of Surat is limited compared with Ahmedabad or Mumbai, so high-value air consignments are frequently trucked under bond or moved as a domestic leg and then exported from a larger air cargo complex. Which of those is better on a given day is a capacity question, not a fixed rule — ask us to check the live position before you book.

What moves through Surat

  • Rough and polished diamonds, and jewellery. Rough arrives from Antwerp, Dubai and African sources; polished goes out to trading hubs worldwide. These clear through the notified precious cargo route with valuation by trade panel appraisers rather than ordinary examination. Kimberley Process certification on rough, careful lot-by-lot description, and matching of the declared parcel weight and stone count to the certificate are the whole game. The Surat Diamond Bourse at Khajod has concentrated this traffic further, which makes clean, consistent documentation more important, not less.
  • Man-made fibre textiles. Polyester filament yarn, grey and processed fabric, sarees and dress material, embroidered goods, technical textiles. The friction is almost always classification and the resulting drawback or RoDTEP entitlement — a fabric described loosely on the invoice can land in the wrong tariff line and cost you the benefit. See textiles and apparel for how we handle this.
  • Textile machinery imports. Shuttleless looms, water-jet and air-jet machines, embroidery heads, texturising and processing plant, largely from China, Korea and Taiwan. These come in as part-shipments across several containers, and the bill of entry has to hold the machine together as one functional unit or the duty treatment changes entirely.
  • Dyes, dye intermediates and textile chemicals from Sachin and Pandesara, many of them hazardous and subject to dangerous goods documentation.
  • Hazira industrial cargo. Steel coil and plate, LNG and bulk liquids, refractories, and project modules and heavy fabricated sections from the yards on the estuary — see project cargo.

What a cha agent in Surat actually does

The sequence is the standard Indian one — IGM or shipping bill filing, assessment, examination where the risk system calls for it, duty payment, and out-of-charge or let-export — but the local texture changes with the commodity. For a textile export out of ICD Sachin the work is front-loaded: get the classification and the drawback claim right, arrange the factory stuffing and self-sealing, and make sure the container reaches the rail terminal inside the cutoff for the nominated sailing. For a gems consignment the work is in the appraisement hall, where description and valuation have to survive scrutiny by people who look at stones all day. Where a cha agent in Surat earns the fee is in knowing which of those three rhythms applies before the goods move, not after. For a Hazira import the work is in the yard — survey, damage protocol on coil, and craning or trailer arrangements before the free period runs out. The clearance process explainer covers the common spine.

What delays clearance at Surat

  • Valuation queries on gems. A parcel whose declared value sits away from the appraiser’s view will be held, and a diamond parcel held is capital frozen. Consistent grading descriptions across invoice, packing list and certificate prevent most of it.
  • Kimberley Process mismatches on rough — a certificate that does not tie to the carat weight or the country of origin as declared will stop the consignment outright.
  • Fabric classification disputes. Blend percentage, GSM and weave determine the tariff line, and a test report can be called for. Sending a sample and a composition certificate with the shipping bill saves days.
  • Sailing coverage out of Hazira. Fewer direct services means more transhipment, and a box that misses its connection can wait. Confirm the current schedule and the terminal cutoff before you plan a delivery date.
  • Air capacity for high-value parcels, particularly around festival and trade-show peaks, which pushes gems traffic onto road-bonded legs to larger airports.
  • DG paperwork on dyes — an MSDS that disagrees with the IMDG class on the declaration will stop a stuffing approval.

Working with Scapex

Scapex Global Forwarding is an Ahmedabad company with a single office, and Surat is close enough that we work these Gujarat stations routinely — the road run from Ahmedabad is short, and we attend to cargo at Sachin, Hazira and Surat airport as a matter of course. We do not keep a branch, a warehouse or staff in Surat; what we do as your cha agent in Surat is take the shipment end to end from Ahmedabad and arrange clearance at whichever station suits the goods, with ocean, air and customs handled as one file rather than three vendors. Nearby, see our pages for Vadodara and Mundra Port, or the full CHA network.

Common questions

Can a CHA agent in Surat clear diamond and jewellery consignments?

Yes. Precious cargo moves through the notified precious cargo clearance route, where parcels are appraised by trade panel valuers rather than examined like ordinary goods. Rough diamonds additionally need a valid Kimberley Process certificate that ties exactly to the declared carat weight and origin. Scapex arranges this clearance from Ahmedabad and coordinates the secure movement around it.

Should I ship from ICD Sachin or from Hazira?

ICD Sachin suits containerised textile exports and machinery imports from the Sachin, Pandesara and Palsana belt because the factory leg is short. Hazira suits steel, bulk liquids and oversize industrial pieces, and handles containers on a narrower set of services. Compare the live sailing list for your destination before deciding; sometimes a longer road leg to a larger gateway is faster.

Why do Surat textile exports get held for classification?

Man-made fibre fabrics are classified by blend percentage, weave and weight, and those determine the drawback and RoDTEP entitlement. If the invoice description is loose, customs can call for a test report, which adds time. Filing with a composition certificate and a representative sample usually avoids the query entirely rather than answering it later.

Does Scapex have an office in Surat?

No. Scapex Global Forwarding has one office, in Ahmedabad. Surat is close by, so we work ICD Sachin, Hazira and Surat air cargo regularly and can attend to cargo there. The shipment is handled end to end from Ahmedabad, with clearance arranged at the Surat station that suits the goods.
