CHA Agent in Delhi NCR: Clearance at ICD Tughlakabad, Patparganj and IGI

Delhi has no coastline, and that single fact governs everything a custom clearance agent in Delhi does. Scapex arranges clearance at the NCR inland container depots and at the IGI air cargo terminal, and for anything sea-borne the consignment is a rail or road leg to a port a thousand kilometres away — Mundra, Pipavav, Nhava Sheva or Kandla — with the customs formality itself performed inland at the ICD. The bill of entry is filed, assessed and paid in Delhi and the goods are examined here, but the vessel never comes near the place, and that gap is where most NCR import problems are born.

The customs stations that serve Delhi NCR

Station Typically used for
ICD Tughlakabad (TKD) The largest NCR rail-linked depot, the default for containerised imports and exports across Delhi and south NCR
ICD Patparganj East Delhi and the Ghaziabad–Noida industrial belt, often less congested than TKD for smaller volumes
ICD Garhi Harsaru Gurugram, Manesar, Bawal and Dharuhera — the auto component and engineering corridor
ICD Dadri Greater Noida and the western UP belt, positioned on the dedicated freight corridor alignment
IGI air cargo terminal Airfreight imports and exports, express, perishables and high-value electronics
Foreign Post Office, Delhi Postal imports and exports, samples and low-value cross-border e-commerce parcels

Choosing between the ICDs is the first judgement a custom clearance agent in Delhi makes, and it is not about which is nearest. It is about which one your shipping line actually carries to under a through bill of lading, what the rail haulage element costs on that lane, and how quickly rakes are moving to that depot in the week your box lands at the gateway port. A container consigned to a depot the line does not serve has to be re-manifested or trucked, and both are expensive. It is why freight forwarders in Delhi quote the inland haulage as a separate line rather than burying it in the ocean rate. Our note on how ICDs and CFSs work covers the mechanics; the road and rail freight page covers the inland leg itself.

The Foreign Post Office deserves separate mention: Delhi runs one of the busiest in the country and it is a different regime altogether — postal bills of export, different value thresholds, a different counter from the air cargo terminal nearby.

What moves through Delhi NCR

NCR is an assembly and finishing economy rather than a raw-material one, and the cargo mix shows it. Outbound: readymade garments and home textiles from Okhla, Noida and Gurugram; handicrafts, brassware and carpets railed in from Moradabad, Bhadohi and Jaipur; auto components from the Manesar–Bawal corridor; machinery and fabricated steel. Inbound: electronic components and sub-assemblies for the Noida assembly plants, capital machinery, polymer and speciality chemical raw material, and a steady flow of branded consumer goods.

Each set pulls its own compliance. Component imports for electronics routinely need conformity registration in place before arrival, not after. Textile and apparel exports live or die on the accuracy of composition declarations and, where a preferential origin claim is made, on the supporting origin documentation being defensible. Auto components move on tight production schedules where a two-day examination hold at Garhi Harsaru is a line stoppage rather than an inconvenience. Anything moving through the Noida zone follows zone procedure rather than ordinary home consumption, and the paperwork must be set up that way from the booking.

What a custom clearance agent in Delhi handles

For an inland import the sequence a CHA agent in Delhi follows has an extra limb that a port clearance does not. The carrier files its manifest at the gateway port; the container is then moved inland under transhipment to the ICD; a fresh arrival is recorded at the depot; and only then can the bill of entry be taken up, assessed, paid and given out of charge. If the transhipment paperwork is imperfect the container sits at the port or in the yard while the entry cannot even be filed. Export runs as shipping bill, examination and let export order at the ICD, sealing, rail movement to the gateway port and loading there against the vessel’s cutoff — which means your effective cutoff in Delhi is days earlier than the one printed on the booking.

Two practical consequences follow. First, the line’s free days usually start ticking at the gateway port, not when the container reaches the depot, so a slow rake eats the free period before you have seen the box. Second, detention and ground rent accrue in two places under two tariffs. Both structures change from time to time; confirm the current position for your carrier and depot before committing to a clearance plan. Our explainer on what a CHA does and what it costs sets out how the fee lines are built up.

What delays clearance at Delhi NCR

  • Rake availability and depot congestion. Inland movement depends on train paths and yard space at TKD and Dadri. When rakes are tight the delay is invisible on the customs system because customs has not yet received the container.
  • Winter air disruption. Fog season at IGI reshuffles freighter and belly-hold capacity, and rolled airfreight in December and January is a recurring NCR problem rather than an exception.
  • Vehicle restrictions inside NCR. Goods vehicle entry into Delhi is time-restricted, and air-quality measures can suspend certain categories of truck movement at short notice. A cleared container is not a delivered container.
  • Jurisdiction spread. Consignee in Noida, depot in Delhi, factory in Haryana — three states for GST and registration purposes, and mismatched addresses on the invoice, the IEC and the GST registration stall entries regularly.
  • Licence and authorisation work. Advance authorisation, EPCG and MEIS-successor claims all involve the DGFT, whose head office sits in Delhi. That proximity helps, but only if the licence particulars and the shipping bill declarations were aligned at filing.

Working with Scapex

Scapex Global Forwarding is based in Ahmedabad and has one office, there. We are not a local NCR firm and do not pretend to be. What we do is manage the shipment end to end from Ahmedabad and arrange clearance at whichever Delhi station it is routed through — the ICD entry, the transhipment leg from the gateway port, the examination, the duty and the delivery — which for west-coast routings via Mundra and Pipavav puts the coordination close to the port end where it matters. That is what a custom clearance agent in Delhi is for when the shipper sits elsewhere, and it is the same arrangement we run for importers using multimodal transport and for exporters needing customs clearance on a fixed schedule. One file and one point of contact, rather than a chain of logistics companies in Delhi each holding a fragment of it. Compare the neighbouring stations on our Jaipur and Mumbai pages, or see every station on the CHA agent hub.

Common questions

Which ICD should I use for an import into Delhi NCR?

It depends less on distance than on which depot your shipping line carries to under its through bill of lading, and on how rakes are moving that week. Tughlakabad is the default for Delhi and the south of NCR, Patparganj for the Ghaziabad and Noida side, Garhi Harsaru for Gurugram, Manesar and Bawal, and Dadri for Greater Noida.

Why does sea cargo for Delhi take longer than cargo for a port city?

Because the customs work happens inland. The container is discharged at Mundra, Pipavav or Nhava Sheva, moved by rail to the ICD under transhipment, and only recorded as arrived at the depot before the bill of entry can be assessed. That rail leg adds time, and the carrier's free days usually start at the gateway port rather than at the depot.

Do I pay detention and ground rent twice on an inland container?

Effectively, yes, because they accrue under two separate tariffs u2014 the shipping line bills container detention while the depot bills ground rent on the box while it sits there. The slabs escalate the longer it stays and they are revised periodically, so confirm the current position for your carrier and your depot before planning the clearance.

Can you clear airfreight at IGI and postal consignments as well?

Yes. Scapex arranges clearance at the IGI air cargo terminal for imports and exports including express and perishable categories, and at the Foreign Post Office in Delhi, which runs a separate postal regime with its own documents and thresholds. Airfreight capacity out of Delhi tightens during fog season, so winter bookings should be made early.
